1.  SUMMARY OF PROPOSED ACTIVITIES

 

Explain briefly what the working group plans to do to advance the shared objective of theGReCEST, that is, bridging the gap between research and practice to promote economic structural transformation (including scope and objective), any background information, and how the proposed activities will be implemented.

 

The core theme of the SEZ working group is how can SEZ’s be designed and managed to help developing countries to achieve economic structural transformation. To bridge the gap between research and practice this group will work with Governments to support the development of SEZ policy and policy implementation.

 

Possible topics to be addressed under the theme:

 

1.     Identify success indicators and risks on the performance of SEZs;

 

2.     Explore how different management models/policy regimes affect the performance of SEZs especially taking into account sector-specific and stage-specific binding constraints;

 

3.     Assess the functionality of one-stop-shops;

 

4.     Explore which factors influence entrepreneurs, especially the first-movers,  in making decisions to invest in SEZS.

 

5.Examine who finances the hard infrastructure of SEZs and the financing models

 

 

2.  COMPONENTS AND OUTPUTS

 

Describe brieflythe components of the proposed activities, the expected outputs of each component, and the indicators that are likely to be used to measure these outputs.

 

The great strength of approaching the issues surrounding the development of SEZs through GReCEST platform is the ability to produce cross-country comparisons and disseminate knowledge to provide context to policy makers who may be in the early stages of creating or upgrading SEZs. Thus, the components and outputs described below are focused on building a body of country studies and productive cross-country dialogues.

 

Possible components and outputs:

 

1.     A panel discussion in the 2nd GReCEST annual conference;

 

2.     A policy report or case studies;

 

3.     A policy dialogue event in Bangladesh or any other developing country whose government is committed to SEZ programs;

 

4.     A special issue of a decent journal or an edited volume.

 

The components and outputs have been organized along the principle of meeting minimum goals, such as the panel discussion and working toward stretch goals, such as the journal special issue.
